Genus. in 1894 in Chisinau (Bessarabia), in the family of a university professor, literary critic Keltuyal V.A. In 1920 he graduated from the Institute of Railways (Leningrad Institute of Communications). Lived in Leningrad, st. Nekrasova, 58, apt. 76. Design engineer, designer. Head of the second distance of the track service of the Kirov railway. (head of Volkhovstroy's track service, according to the widow's information). Arrested on February 20, 1937 by the NKVD of the USSR for the Leningrad Region on suspicion of committing crimes under Art. 59-3 "b", 58-11, 58-14 of the Criminal Code of the RSFSR (destruction and damage to railway tracks, committed with the aim of crashing a train, counter-revolutionary agitation and sabotage). Sentenced by the Linear Railway Court of the Kirov Railway on 08/14/1937 to 10 years in prison. By the decision of the Collegium for Transport Affairs of the Supreme Court of the USSR of September 22, 1937, the verdict of the Linear Railway Court of the Kirov Railway of August 14, 1937 was upheld. The sentence was sent to serve in the Sevvostlag, where he died on May 30, 1942. The cause of death was not specified in the case. (According to the widow, he was sent to a camp near Tashkent.
