Genus. in 1906 in the village of Loski, Minsk province; Belarusian He worked as a blacksmith at a car repair station at Volkhovstroy station. Lived at the station. Volkhovstroy-1, Trudovik st., 25. Father of three children. Arrested on April 27, 1938, he was accused of “systematically conducting anti-Soviet propaganda of a slanderous nature among the workers of the station and the residents of his house.” The case with the indictment was sent to the linear court of the Kirov Railway. Kotlyar died in prison from a heart defect on 09/04/1938 before the case was considered in court. 08/27/1959 rehabilitated by the Judicial Collegium for Criminal Cases of the Supreme Court of the RSFSR.
