In 1925 he joined the Bolshevik Party, and from 1927 he held the posts of second secretary of the Zheleznodorozhny district committee of the Komsomol in Petropavlovsk and head of the labor department of the Petropavlovsk district committee of the Komsomol. Subsequently, he held the positions of inspector of the People's Commissariat of Education of the Kazak Autonomous Soviet Socialist Republic, head of the labor department of the Cossack Regional Committee of the Komsomol and head of the Personnel Department of the People's Commissariat of Labor of the Kazak Autonomous Soviet Socialist Republic.In 1937 he was transferred to Leningrad to the position of head of the city's trade department. In 1939-1941. served as deputy head of the department of food industry, trade and public catering of the Leningrad city committee of the CPSU (b), in 1943 he headed this department. Since 1941 - Secretary of Trade and Industry, one of the organizers of the defense of Leningrad during the Great Patriotic War. After the blockade of the city was lifted, in 1944, he was appointed first deputy chairman of the Leningrad City Executive Committee. After the promotion of his immediate superior, Pyotr Popkov, he took the post of chairman of the Leningrad City Executive Committee
One of the main defendants in the Leningrad case. Arrested 08/13/1949. Sentenced to military detention on September 30, 1950. Shot on October 1, 1950. Rehabilitated 04/30/1954.
