Genus. in 1903 in the village. Mukhino, Slobodsky district, Vyatka province. Studied in Perm. In 1925 he joined the party, in 1931 he graduated from the Perm Institute of Chemical Technology and in the same year he was appointed deputy director of the institute. In 1933 he was sent to graduate school at the Leningrad Institute of Chemical Technology. In 1938 he defended his dissertation. In December 1938, he was unanimously elected secretary of the party committee of Leningrad Chemical Technology Institute. In 1939, he was confirmed in the rank of associate professor and appointed acting. O. head Department of Inorganic Substances. In the same year, he was elected as a delegate to the XVIII Congress of the All-Union Communist Party (Bolsheviks) and awarded the Orders of “Badge of Honor” and “Red Star”. Married, had three children. Lopatin worked throughout the war in Moscow. Served as commissar of the Chemical Research Institute of the Red Army. After the war he was demobilized and returned to Leningrad. In 1946 he was appointed director of LTI. In 1948 he became the first secretary of the Frunzensky district party committee. 07/11/1952 arrested in the “Leningrad” case, sentenced by the Leningrad City Court to 5 years in labor camp with confiscation of property. After serving 10 months in Kresty, he was released under an amnesty in April 1953. In 1954 he was reinstated in the party. Rehabilitated by the Judicial Collegium for Criminal Cases of the Supreme Court of the USSR on 07/09/1955. Died in a tuberculosis hospital on 07/04/1966.
