Born in 1909 in St. Petersburg; secondary education. Worked as a mechanic's assistant at the Kooperator plant. Lived in Leningrad (Pushkinskaya St., Bldg. 10, Apt. 117). Arrested by the SO PP OGPU Leningrad Military District as part of the suppression of the activities of the "underground anti-Soviet group" organized by E.A. Mukhin, on 18.04.1929. Sentenced by the resolution of the OS at the KOGPU dated 09.08.1929 under Art. 58-10 to 3 years' imprisonment. Imprisoned in the Solovetsky camp, then in Svirlag. Released on 02.01.1932, returned to Leningrad on 04.02.1932. Arrested again and by the resolution of the OS Collegium of the OGPU dated 03.04.1932 exiled to a "remote region" for 3 years. According to the message of the NKVD of the Uzbek SSR to the USO GUGB NKVD of Moscow No. 2/8815 dated 2(?)7.11.1935, Parfenov I.I. was released upon completion of his term on 09.08.1935 and chose the city of Jizzakh of the Uzbek SSR as his place of residence. Rehabilitated by the Presidium of the Leningrad City Court on 27.04.1963.
