Genus. in 1881 in Azov in the family of a businessman; Jew; higher education: graduated from a gymnasium in Mariupol, studied at the Faculty of Physics and Mathematics of Novorossiysk University, where he became close to the Social Democrats, came under police surveillance, and therefore continued his education in Freiberg, where he graduated from the Mining Academy in 1904. Returning to Azov, he was engaged in active illegal revolutionary activities, in 1906 he moved to Rostov-on-Don and there he continued to participate in gatherings, demonstrations, and campaigned among workers, Cossacks and soldiers. In June 1906 he was arrested, tried and exiled in chains to the village. Pinega of the Arkhangelsk province, fled, lived in St. Petersburg for two years using false documents in the name of Sorokin, established contact with the RSDLP, and in 1908 was again arrested and transferred to his place of exile. In 1910, with permission from the authorities, he moved to Arkhangelsk, became secretary of the Society for the Study of the North and at the same time secretary of the Society of Political Exiles. In 1912 he participated in V.A. Rusanov’s geological expedition to Spitsbergen; one of the initiators and first leader of the Northern Scientific and Fishing Expedition (1920-1925); after its reorganization - director of the Institute for the Study of the North (1925-1930), deputy director of the All-Union Arctic Institute (1932-1938); founder and first head of the department of polar countries at Leningrad State University (1934-1937); head of the rescue expedition on the icebreaker Krasin (1928); , professor (1928); head of the scientific part of the International Air Expedition on the airship "Graf Zeppelin" (1931); head of expeditions on the Rusanov (1932), Sedov (1934), Sadko (1936 and 1937-1938). He did not join the All-Union Communist Party of Bolsheviks, despite active pressure, motivating it this way: “I served the party in the most difficult years for it, now they are making a career with the help of the party, and my career is in the Arctic.” Arrested on July 24, 1938 in the sanatorium named after. Gorky in Kislovodsk, sent to Moscow at the disposal of the NKVD of the USSR, kept in the internal prison of the RKVD; sentenced by the Supreme Commissariat of the USSR Armed Forces on 03/04/1939 to VMN; shot 03/04/1939; burial place - Moscow, Donskoye Cemetery. Rehabilitated by the Military Commissariat of the USSR Armed Forces on April 16, 1957. A strait and an ice dome on Franz Josef Land, a bay on Novaya Zemlya, an island in the Severnaya Zemlya archipelago, a mountain and a peninsula in Antarctica are named in honor of Samoilovich; awarded the Order of Lenin and the Order of the Red Banner of Labor.
