Genus. in 1895 in St. Petersburg, German. He graduated from a real school and 3 years of the Leningrad Polytechnic Institute. Before the revolution in 1916-1917. served in the tsarist army with the rank of ensign, in 1919-1921. served in the Red Army as an assistant company commander. Non-partisan, laboratory assistant at the high-voltage laboratory of the Elektrosila plant, lived in Leningrad, Moskovskoe Shosse, 10, apt. 10. Arrested 11/10/1930. On October 7, 1931, the OGPU board convicted under Art. Art. 58-4, 58-6, 58-11 of the Criminal Code of the RSFSR for 3 years in a concentration camp for participation in the counter-revolutionary student nationalist group "Jung-Nevania". The sentence was served in full. Since 1933 he lived in Saratov, since 1938 - in Engels, worked as an electrical technician in the Engels electrical network. Arrested on June 30, 1941 by the NGB UNKVD for the ASSR NP on charges of counter-revolutionary and provocative agitation after the German attack on the USSR. Sentenced by the Supreme Court of the ASSR NP on July 29, 1941 under Art. 58-10 part 1 of the Criminal Code of the RSFSR to 10 years in prison. On September 17, 1941, by a ruling of the judicial panel of the Supreme Court of the RSFSR, the verdict was overturned, and the criminal case was sent for a new preliminary investigation. 05/19/1942 Velts K.A. a new charge was brought under Art. 58-10 part 2 of the Criminal Code of the RSFSR (counter-revolutionary agitation in wartime conditions). The trial began on May 22, 1942, but on May 25, 1942, prisoner Welz died in the hospital of Prison No. 5 in Engels. By the ruling of the Judicial Collegium for Criminal Cases of the Saratov Regional Court dated June 10, 1942, the criminal case was dismissed due to the death of the accused. Rehabilitated by the prosecutor's office of the Saratov region on May 20, 1997.
