In 1937, he was promoted to work in Moscow, where he subsequently took the post of Chairman of the State Planning Committee of the USSR (1938-1949). At the same time, he became a member of the bureau of the Commission of Soviet Control (1938-1941). Since 1941 - First Deputy Chairman of the Council of People's Commissars of the USSR (since March 1946 of the Council of Ministers of the USSR). In 1947 he was introduced into the Politburo of the All-Union Communist Party (Bolsheviks). In 1948 he received the Stalin Prize for the book “The Military Economy of the USSR during the Patriotic War.”
On 03/05/1949, as part of the investigation of the “Leningrad Affair”, he was removed from all his positions, removed from the Politburo of the Central Committee of the All-Union Communist Party of Bolsheviks, and then expelled from the membership of the Party Central Committee. Arrested 10/27/1949. In September 1950, by a visiting session of the Military Collegium of the Supreme Court of the USSR in Leningrad, he was sentenced to VMN. Shot on October 1, 1950. He was buried in Levashovo. Rehabilitated in 1954
