In 1987, he returned to Yerevan and, together with his associates, created the National Self-Determination party. In February 1988, he accused the USSR authorities of organizing pogroms of the Armenian population in Sumgait, was deprived of citizenship and deported to Ethiopia. In 1988-1992 - leader of the national-people's movement of the USSR, elected chairman of the international organization "Democracy and Independence". In 1990-1995 - Deputy of the Supreme Council of the Armenian SSR. Member of the standing commission on issues of approval of state independence and national policy. Secretary of the parliamentary group “Free Parliamentarians”. In 1992-1993 - commander of the Gori region, took measures to ensure effective protection and organize the resettlement of refugees in the Syunik region. In 1995 -1999 - Member of Parliament. Member of the Standing Committee on Foreign Relations. Leader of the National Self-Determination Party. In 1998-1999 headed the commission for the preparation of constitutional amendments under the President of Armenia. In 1999-2002 - Chairman of the Commission on Human Rights of Armenia. Since 2002 - leader of the United Self-Determination party. In February 2003, he was a candidate for the President of Armenia.
