Sentenced in 1962 under Art. 70 of the Criminal Code of the RSFSR to 10 years of penitentiary for participation in the discussion on the creation of a federation of the Baltic states. While imprisoned in Mordovian camps, he actively participated in the struggle for the rights of political prisoners (1969). In 1977 he applied to leave the country. In 1978, having received permission, he left the USSR.
