Born November 8, 1954, in Kaliningrad (modern-day Korolev), Mytishchi District, Moscow Region. Russian. Higher education. Graduated from the Moscow Institute of Railway Engineers in 1977. Power engineer. Lived in Moscow. From October 1979 to August 1981, he was a member of the Moscow Helsinki Group; he signed about 100 documents of the group and collected information on the situation of dissidents in the country, which was published in the documents of the Moscow Helsinki Group. Arrested August 25, 1981. Sentenced by the Moscow City Court on April 2, 1982 under Article 70, Part 1 of the Criminal Code of the RSFSR to 5 years in a penal colony and 5 years in exile. He served his term in the Perm camps and his exile in the Kostroma Region. He was released on March 16, 1987 by pardon. The following month he emigrated with his wife to the United States. He lives in New York.
