Genus. in 1944 in Tosno, in a working-class family. Graduated from the Riga Civil Aviation School in 1966. He worked in the Astrakhan and Chisinau separate air squads. During his full-time studies at the Faculty of Law of Leningrad State University from 1969 to 1972. developed a scientific model of social reconstruction. In 1973, he retired from the Kustanai regional prosecutor's office. For 4 years he worked as an electrician in various workshops of the Izhora plant, then returned to the prosecutor's office, in the position of Art. investigator of the Tosno city prosecutor's office. In 1979, he retired from the prosecutor's office. Arrested on February 19, 1981. for distributing the leaflet “Appeal to the Soviet People.” Convicted by the Leningrad City Court on August 17, 1981. under Article 190-1 of the Criminal Code of the RSFSR for 3 years in a penal colony. He was held in the penitentiary colony of the village. Morki of the Mari Autonomous Soviet Socialist Republic and Yeletsk prison. Released on February 18, 1984. In 1990, he became a deputy of the Tosnensky City Council of People's Deputies and the Leningrad Regional Council of People's Deputies, became the initiator of the creation, organizer and chairman of the permanent commission on human rights of the Leningrad Regional Council, and became a member of the Presidium of the Leningrad Regional Council.
