Genus. in 1939 in Leningrad, human rights activist, Doctor of Mathematical Sciences (1972). Upon completion of mat.-mech. Faculty of Leningrad State University in 1961, he worked at the Leningrad Department of the Mathematical Institute of the USSR Academy of Sciences, and from 1975 he taught at the Financial and Economic Institute (dismissed in 1980 after a letter in defense of Academician A.D. Sakharov). Since 1968, he led the unofficial cultural "Seminar on General Theory of Systems" ("Seminar of S. Maslov"), which since 1972 has been meeting at his apartment (Saltykova-Shchedrin St., now Kirochnaya St., 18). He published articles on problems of the philosophy of culture in samizdat, founder (1979) and editor-in-chief of the first abstract journal of samizdat "Summa". He died in 1982 in a car accident near Moscow under unclear circumstances, and was buried at the Serafimovskoye cemetery.
