Genus. in 1962 He worked as a district police officer of the 57th police department of the Vyborg District Department of Internal Affairs. In 1989 organized the “Russian liberation movement “White Cross”, which from April 1989 to February 1990 was engaged in robberies and murders, then began distributing leaflets calling for people to join the anti-Soviet organization “White Cross”, the purpose of which is to fight the corrupt party authorities and restoration of the "violated rights of the Russian people". Gang members made an unsuccessful attempt to seize weapons from a military unit. On May 14, 1990, the gang stole a VAZ-2101 car and wanted to set fire to the Lensovet building. They were arrested as car thieves; during the arrest, bottles with an explosive liquid were found, so-called “Molotov cocktails." During interrogations, Mokeev said that at first he killed and robbed as a bandit, and then as a political fighter. He formulated his political program as follows: “Creating a state with preferential opportunities for everyone." When asked why he continued to fight against the regime even after the democrats came to power, Mokeev replied that with the departure of the communists, the hated Soviet system was not abolished. In 1993, the entire gang was convicted. Arkady Makeev was sentenced to capital punishment, later commuted to life imprisonment. He was kept in Mordovia, Zubovo-Polyansky district, Sosnovka village, ZH-385/1. The remaining gang members were sentenced to various prison terms.
