In 1944, as part of the GUAS NKVD, the Directorate for the Construction of the Saratov-Moscow Gas Pipeline was organized, the head of which was appointed Deputy Chief of the GUAS, Major General Vasily Alekseevich Pachkin. Construction was carried out by GUAS construction columns and GULAG prisoners.

The construction of the Saratov-Moscow gas pipeline employed: prisoners - 8.8 thousand people, special forces - 3.8 thousand, workers in construction columns - 47.7 thousand, civilian NKVD employees - 14.2 thousand people, recruited local population - 1.4 thousand . Human. Prisoners from camps located near the route were sent to build the gas pipeline. A “special contingent” from PFL No. 0321 (Elshanka, Saratov region) and No. 0174 (Podolsk, Moscow region) was also involved in forced labor on the highway.

For the Saratov-Moscow gas pipeline, General Pachkin was awarded the Stalin Prize in 1948.

He died in 1965 and was buried at the Novodevichy Cemetery in Moscow.
