A native and resident of the city of Tomsk. Veteran of labor. He was a member of the council of the Tomsk society "Memorial"

Born on March 24, 1927 in Tomsk. He worked at the GPZ-5 plant for 53 years, working his way up from a turner's apprentice during the Great Patriotic War to the plant's deputy chief technologist.

In 1937, the following were shot as "enemies of the people":

1) His father, Roman Bronislavovich Kvyatkovsky, worked as the head of the railway depot of the Tomsk railway;

2) Maternal grandfather, Stepanov Ivan Aleksandrovich, born in 1869;

3) Mother's brother, Innokenty Ivanovich Stepanov, born in 1904, who worked as a skipper for the NKVD OTP.

Kvyatkovsky is the author of the book “And That’s All in Life…”. For many years he was a member of the council of the Tomsk Memorial Society.
