Born in 1896 in St. Petersburg; Russian, no first name, higher education. In his youth, he was a member of the literary group "Sounding Shell". He lived in Leningrad (36 Rubinstein St., Apt. 25). From 1916 to 1917 he served in the Tsarist Army, and in 1919-1921 he served in the Red Army as an assistant company commander. From 1929 he worked in the State   Hermitage, head of the collections of English, German and French painting. Arrested on 26.09.03.1937 by the NKVD LO, under investigation in the Leningrad prison of the GUGB. Sentenced by the decision of the NKVD Commission and the Prosecutor of the USSR dated 11.01.1938 under Art. 58-6 and 58-10 of the Criminal Code of the RSFSR to capital punishment. Shot on 18.01.1938 in Leningrad. Rehabilitated by the Military Commission of the Supreme Soviet of the USSR on 02.07.1957.

On November 8, 2015, a personal memorial sign was installed on house No. 38 on Rubinstein Street in St. Petersburg in memory of V.F. Miller as part of the "Last Address" project.
