Born in 1903 in Polotsk; Jewish; from the civil servants; member of the All-Union Communist Party (Bolsheviks) from 1932 to 1937, expelled due to arrest. In 1929 he graduated from the Leningrad Institute of Railway Engineers. In 1937 he was the chairman of the Regional Inter-Section Bureau of Engineers and Technicians of the Leningrad Regional Trade Union Council. Lived in Leningrad, Lesnoy Ave., bldg. 61, apt. 184. (In February 1936, the family of Ya. M. Fridlyansky, by personal order of S. M. Kirov, received an order for a separate apartment in this house). Arrested in Leningrad on June 21, 1937. Sentenced on November 29, 1937 by a visiting session of the Military Collegium of the Supreme Court of the USSR under Art. 58-8-11 of the Criminal Code of the RSFSR to capital punishment. Shot in Leningrad on 29.11.1937. Rehabilitated by the decision of the Supreme Soviet of the USSR on 25.04.1956.

His wife Dumova Z.Z. was arrested on 28.01.1938, sentenced to imprisonment in a labor camp, released on 31.01.1946. Daughter Ella was born 2 months after her father’s arrest, on 19.08.1937.

On July 15, 2018, a personal memorial sign was installed on house No. 61 on Lesnoy Prospekt in St. Petersburg in memory of Ya. M. Fridlyansky as part of the Last Address project.
