Genus. in 1885 in the village of Blon, Pukhovichi volost, Igumen district, Minsk province; Jew; secondary education - Jewish real school; until 1922 member of the Jewish Communist Party; member of the CPSU(b) since 1922; In 1927–1928, head of the organizational department of the Central Committee of the Communist Party of Uzbekistan. In December 1928-June 1929 chairman of the board of Uzbsovprof. In June 1929 he was recalled to the disposal of the Central Committee of the All-Union Communist Party of Bolsheviks. In the fall of 1932, he was authorized by the North Caucasus regional party committee to carry out grain procurements in the village of Novo-Rozhdestvenskaya. On November 24, 1932, at a meeting of the Regional Committee bureau, in which Kaganovich and Shkiryatov participated, he received a scolding for insufficiently energetic implementation of measures to break up “kulak sabotage.” The commissioners were tasked with “achieving an immediate breakthrough in grain procurement and harvesting.” Through repression and threats, he confiscated almost all the grain, which led to mass starvation. In 1934, delegate to the 17th Congress of the All-Union Communist Party (Bolsheviks) from the Azov-Black Sea Regional Committee. In 1937 he lived in Rostov-on-Don; arrested and sentenced according to the Stalin list by the Visiting Session of the Supreme Commissariat of the USSR Armed Forces on 08/07/1937 under Art. 58-6,7,8,11 to UMN; shot 08/07/1937. Burial place: Rostov-on-Don. Rehabilitated by the Military Commissariat of the USSR Armed Forces on December 19, 1956.
