Genus. in 1885 St. Petersburg, a Social Democrat, from 1903 - a Bolshevik, in 1906 - Chairman of the Council of Elders of Russian Universities, from 1908 he worked in Yekaterinoslav, where he was arrested. Having received 4 years of hard labor, he was exiled to Siberia, and from January 1913 to a settlement in Irkutsk. In 1912–1916 he participated in literary endeavors (Siberian Review, etc.) of the so-called group. "Siberian Zimmerwaldists" led by Tsereteli. From February 1917 he was a Menshevik, a member of the editorial board of Izvestia of the Central Executive Committee, a member of the All-Russian Central Executive Committee and a commissar of the Northern Front. After October 1917 he was arrested. In 1918 he left for Georgia, then represented the Georgian Republic in diplomatic organizations abroad. In 1929–1933 he conducted research work at the German Trade Union Union, and in 1933–1935 he worked in the International Labor Department of the League of Nations. In 1935 he emigrated to the USA, where from 1936 to 1947 he worked in Washington with social policy institutions, and until 1955 he was the director of a number of scientific studies. Died in Washington in 1960.
