Genus. in 1951 in Moscow; Russian; higher education, graduated from the Higher Technical Educational Institution at the plant named after. Likhacheva. Engineer. Since 1969, he has been an active participant in the democratic (human rights) movement in the USSR. In 1979–1982 participated in the publication of preparatory information materials for the first underground human rights monitoring publication in the USSR, “Chronicle of Current Events.” Arrested 09/10/1982. Sentenced by the Moscow City Court on May 13, 1983 under Art. 70 part 1 of the Criminal Code of the RSFSR to 6 years of penal colony and 4 years of exile. He served his sentence in the Perm camps and Chistopol prison. Released on March 16, 1987 due to pardon. In 1989, he became the coordinator of the recreated Moscow Helsinki Group and received the first grant from the Soros Foundation for the first series of human rights seminars by L. I. Bogoraz. In 1990, he prepared and held the 1st Independent Conference on Human Rights of the International Helsinki Federation in Moscow.
