Genus. in Kronstadt in the family of a flagship mechanical engineer of the fleet. He graduated from the Real School (1897), the Naval Cadet Corps in 1903, and the Artillery Officer Class (1909). He began his service as watch chief of the cruiser Admiral Kornilov (1904). Captain 1st rank of the Russian Imperial Navy. Participant of the Russian-Japanese (1904-1905), the 1st World War (1914-1918) and the Great Patriotic War (1941-1945). Since 1912 - teaching at the Artillery Officer Class and the Naval Academy. In 1912-1914. published a multi-volume fundamental work, “Notes on Naval Tactics.” In 1913, he proposed his project for a 3-tube torpedo tube, which was installed on Novik-class destroyers; until March 1917, he served as head of the department of the Naval General Staff. Head of the Department of Tactical Properties of Weapons of the Artillery Faculty of the Military Medical Academy (1935-1945), Professor (1927), Vice Admiral (1940), Doctor of Naval Sciences (1941), State Prize Laureate (1942), Honored Worker of Science and Technology of the RSFSR (1944) ). He was arrested three times by the Soviet authorities (1921, 1930-1931, 1948). 04/08/1948 was arrested on charges of spying for England since 1917. He died in Lefortovo prison in Moscow.
