He studied at the correspondence department of the Faculty of Law of Krasnoyarsk State University. In May 1990, he was one of the organizers of the Confederation of Free Trade Unions of Russia (KSPR); at the first congress of the KSPR on October 31 - November 1, 1991, he was elected chairman of its Coordination Council; in January 1991, he participated in the creation of the interregional Confederation of Free Trade Unions (KSP) and became one of its 5 co-chairs (until November 1991); in August 1991, with the help of the DS party - "Civic Path", he created the information agency "Profinform", which until the end of 1992 published a bulletin of the same name; in November 1991 he left the DS party; in October 1993 he held the founding congress of the National Labor Party and was elected its chairman; in the elections to the State Duma of the Russian Federation in December 1993, he ran on the list of the Russian Movement of Democratic Reforms (RDDR); at the beginning of 1994, on behalf of the KSPR, he concluded a cooperation agreement with the Russian National Unity of A. Barkashov; in November 1994 he refused to cooperate with Barkashov; On December 13, 1995, the Central Election Commission registered authorized representatives of the initiative group that nominated A. Alekseev for the post of President of the Russian Federation.
