Born in 1910 in the village of Malye Khutor, Vinnitsa district, Vinnitsa region; Ukrainian; member of the All-Union Communist Party (bolsheviks) in 1932-1938. Red Navy sailor of the battleship Marat, before his arrest he was a gas welder at the Bolshevik plant. Lived in Leningrad, V.O., 12th line, bldg. 9, apt. 2. Arrested on 23.03.1938. Sentenced on 14.10.1938 by a special troika of the NKVD LO under Art. 58-6-9 of the Criminal Code of the RSFSR to capital punishment. Shot on 21.10.1938 in Leningrad. Rehabilitated by the Military Tribunal of the Leningrad Military District on 24.04.1957.

On June 6, 2019, a personal memorial sign was installed on house No. 9 on the 12th line of Vasilievsky Island in St. Petersburg in memory of K.A. Poplavsky as part of the Last Address project.
