In 1989, elected as a people's deputy of the USSR, was a member of the Committee on Legislation, chairman of the subcommittee on constitutional legislation and reform of the political system, from October to December 1991 - a member of the Supreme Council of the USSR, Deputy Chairman of the Committee on Legislation of the Council of the Union of the Supreme Council; until 1992, he headed the Scientific Center for Legal Information under the Ministry of Justice of the Russian Federation; 1994-1996 - First Deputy Head of the Government of the Russian Federation, at the same time (1995-1996) - Plenipotentiary Representative of the Government of the Russian Federation in the Federal Assembly; 1996-1998 - Deputy Head of the Government Staff - Head of the Department for Interaction with the Chambers of the Federal Assembly and Public Organizations; December 1998 - September 2002 - Plenipotentiary Representative of the Government of the Russian Federation in the Federation Council of the Federal Assembly of the Russian Federation.
