Genus. in 1902 in the village of Verkhniy Sukhodol, Aleksinsky district, Tula province. Member of the All-Union Communist Party of Bolsheviks since 1920. Since February 1918, secretary of the Sukhodolsky volost committee of the poor. Since May 1919, head of the Aleksinsky district police. In August 1920 he was transferred to the Cheka, then secret commissioner, head of information of the Politburo of the district Cheka. Member of the RCP(b) since 1920. In 1923–1927. Head of the Economic Department (ECO) of the Tula Provincial Department of the GPU. From March 1927 to 1931, head of the ECO of the OGPU permanent mission in the Urals, from September 27, 1931, head of the ECO of the OGPU in the Moscow region. From 11/27/1932 assistant, from 05/14/1933 deputy plenipotentiary representative of the OGPU, from 07/31/1934 head of the NKVD for the Moscow region. He led mass arrests in the capital. From 02/19/1935 deputy commandant of the Moscow Kremlin for internal security. 02/28/1936 appointed deputy head of the NKVD for the West Siberian Territory. Since 03/16/1937, head of the NKVD of the Orenburg region. He led mass terror in Orenburg and the Orenburg region. From January 25, 1938 - People's Commissar of Internal Affairs of the Ukrainian SSR. On November 14, 1938, knowing that a call to Moscow for a “promotion” meant subsequent arrest, he imitated suicide. 04/15/1939 arrested in Miass (Chelyabinsk region). On January 27, 1940, the Military Collegium of the Supreme Court of the USSR sentenced him to death. Not rehabilitated.
