Born in Yerevan. Repatriated to Israel (1990). He became the founder of the first “Russian” party in Israel, which entered parliament in 1996 - “Israel Ba-Aliya”. And 3 years later he became a member of the XV Knesset - first from the Israel Ba-Alia party, and then from the Democratic Choice party. In 1999, he was elected to the 15th Knesset (1999-2003). CHAIRMAN of the Center of the Democratic Choice Party. Heads the Tel Aviv Institute for Eastern European and CIS Countries.
