Born in 1946 in Samarkand. Graduate of the Faculty of Law of the Tashkent State University. In 1971 he immigrated to Israel.
In 1973, together with Professor G. Branover, he organized the Shamir Society. Since then, in addition to numerous assistance to repatriates, the Shamir publishing house has published more than 400 books about Judaism in Russian.
