Member of the party in 1907-1927. and 1930-1936, member of the Central Committee in 1919-1920. (candidate in 1920-1921), member of the Organizing Bureau of the Central Committee 03.25.1919-03.29.1920. Since 1917, member of the Ural regional and Perm district committees of the party. In 1918-1919 Chairman of the Ural Regional Council and the Vyatka Provincial Revolutionary Committee. Since 1919, in military-political work, secretary of the South-Eastern Bureau of the Party Central Committee. In 1921, Chairman of the South-Eastern Economic Council. Since 1921, deputy People's Commissar, 1923-1927 People's Commissar of Internal Affairs of the RSFSR. In 1927-1930 was in exile. Since 1930, in the system of the USSR Procurement Committee, authorized by the People's Commissariat of Internal Trade of the USSR. In November 1927 he was expelled from the party for participation in the Trotskyist opposition, in May 1930 he was reinstated by the Party Collegium of the Central Control Commission, and in August 1936 he was expelled again. Repressed: arrested in August 1936, sentenced to death by the military collegium of the Supreme Court of the USSR on 02/08/1938, executed on 02/09/1938. Rehabilitated by the military board of the Supreme Court of the USSR on 03/11/1958, 10/06/1962 by the Rostov regional committee of the CPSU reinstated in the party.
