Genus. in 1887 in Kyiv. Studied at the Kiev Technological Institute. In 1906 he emigrated to the USA, where he joined the anarcho-syndicalist organization "Industrial Workers of the World". In October 1917 - member of the Petrograd Military Revolutionary Committee from the Union of Anarcho-Syndicalist Propaganda. From 1918 - Extraordinary Commissioner for the Protection of Railways of the Petrograd Military District. In August 1918 - May 1919 - head of the Central Commandant's Office of Petrograd, from July 1919 - head of the commandant's department of the Petrograd fortified region. Involved in organizing the “Red Terror” in Petrograd. Since the end of 1920 - Commissioner for the management of railways and waterways of Eastern Siberia. In 1921-1922 - Minister of War, Minister of Transport of the Far Eastern Republic. In 1927-1930 - head of construction of Turksib and Sibzheldorstroy. In 1932-1936 - deputy. People's Commissar of Railways and Head of Glavzheldorstroy. Prison labor began to be widely used in the construction projects he supervised. On December 25, 1936, together with a large group of railway leaders, he was arrested for sabotage in railway transport. Sentenced on 10/04/1937 by the NKVD troika in the West Siberian Territory to VMN. Rehabilitated in 1955
