Born in 1880 in Moscow. He served in the military in 1901-1903 as a Second Class volunteer. headed the office of the track and structures service in the management of the Moscow-Kievo-Voronezh Railway. From 1907 to 1911 he studied at the Faculty of Law of the Imperial University of St. Vladimir. Member of the Socialist Revolutionary Party. One of the initiators of the creation of a council of military deputies in Kyiv. As part of the Socialist Revolutionary Party in 1917, he joined the City Council and was elected mayor.
