Russian criminologist and statesman, actual Privy Councilor, Minister of Justice of the Russian Empire (1906-1915). The last Chairman of the State Council of the Russian Empire (in 1917).

Born on February 13, 1861 in the village of Valuets, Starodub district, Chernigov province (now Pochepsky district, Bryansk region). Nobleman. Graduated from the Imperial School of Law in 1881. Since 1894 - prosecutor of the St. Petersburg District Court. Appointed Minister of Justice on April 24, 1906, and member of the State. council - 01/01/1907. Survived an attempt on his life. 01/01/1917 appointed Chairman of the State Council of the Russian Empire. He was imprisoned (03/01/1917 - 02/26/1918) in the Peter and Paul Fortress during the February Revolution.

Executed extrajudicially on September 5, 1918.
