Baranov Vladimir Pavlovich
Deprived of voting rights 1927-1929.
Born in 1899 in Tomsk. In 1918 he was mobilized into the White Army, graduated from the ensign school in Omsk, and went over to the Reds. He served in the Red Army from January 20, 1920 to May 22, 1920 as a company commander in the city of Kansk in the local guard battalion. Then he was a member of the reserve command staff of the first line.
Member of the trade union since February 1924. In 1927, he was deprived of voting rights under paragraph "D" (as a former white officer). Reinstated on 04.02.1927.
After 1927, he worked for two years in the Tomsk Resettlement Administration. He took part in the work of public organizations, the mutual aid fund and the Osaviahim cell at the Tomsk Colonization and Resettlement Party, and kept records for the local party committee.
In 1928, he was called up as a reserve commander to train pre-conscripts, and was awarded a Special Certificate for successfully completing his studies. In 1929, he completed retraining courses.
During the next election campaign (1929?) he was again deprived of his voting rights on the same grounds. He was reinstated on 27.03.1929.
