Born in 1909, native of the village of Prokopovka, Gomel district, Mogilev province. Belarusian. From the family of a railway cashier. Education 5 grades, factory training school, 2 courses of the Institute of Transport Engineers; political - higher school for party organizers. Member of the Communist Party since 03.1932. 1920-1927 - shepherd. 1927-1931 - newspaperman, then a student at the factory training school at the wagon repair plant (Dnepropetrovsk). 11.1931-12.1932 - in the Red Army. 12.1932-04.1935 - electrician at the wagon repair plant; simultaneously studying (evening department) at the Institute of Transport Engineers (Dnepropetrovsk). 1935 - listener of propagandists' courses. 10.1935-09.1938 – head of the party cabinet, deputy secretary, secretary of the party committee of the carriage repair plant (Dnepropetrovsk). 09.-12.1938 – responsible organizer of the ORPO of the Central Committee of the Communist Party (bolsheviks) of Ukraine (Kyiv). 12.1938-01.1939 – student of the Higher School of Party Organizers under the Central Committee of the All-Union Communist Party (bolsheviks). 01.-02.1939 – student of the Central 295th School of the NKVD. 02.1939-02.1941 – assistant chief, deputy (since 06.1939) chief of the NKVD Directorate of the Novosibirsk Region. 02.-04.1941 – chief of the NKVD Directorate of the Novosibirsk Region; State Security Captain (03.1941). Removed from office "for failing to cope with the job."

I am Senior Investigator of the Tomsk City and NKVD Junior Lieutenant of State Security SERGEEV, having examined investigative case No. 79 on charges against ZHUYKOV Guryan Parfenovich, RUDOI Aleksandr Illarionovich, MYASNIKOV Mikhail Yakovlevich and others in crimes provided for by Articles 19-58 paragraph 2, 19-58-? paragraph 8 and 58 paragraphs 10-11 and the RSFSR
FOUND:
ZHUYKOV Guryan Parfenovich, born in 1885, native of the village of Bolshe-Borodovo, Verkh-Bulskaya volost, Osinsky district, Perm province, Russian, citizen of the USSR, non-party member, comes from kulak peasants, before the revolution he was the elder of the Kuzedeyevskaya volost, Tomsk province; in 1924 he was convicted of fraud. In 1926-29 he was a trustee of a private timber industry cooperative, in 1930 as a merchant, he was convicted of timber speculation and illegal slaughter of cattle, in 1931 he was in a special settlement at the Tomsk district commandant's office.
ZHUYKOV Guryan Parfenovich was arrested on August 10, 1939 , charges were brought on August 23, 1930.
On the merits of the charges brought against him, G. P. Zhukov was interrogated 12 times: on August 11, August 13, August 14, August 15, August 16, August 19, September 10, October 10, October 11, October 14, October 29 and October 29, 1939.
In the charge brought against him, he admitted his guilt in being the organizer and leader of a counter-revolutionary insurgent group that existed in the city of Tomsk among exiled kulaks, but during subsequent interrogations (from October 10, 1939) he denied his involvement in the organization of enemies of the Soviet government.
In his confession, ZHUYKOV G.P. testified that, beginning in February-March 1939, he had been conducting activities to organize a counter-revolutionary insurgent group in a special settlement in the city of Tomsk, and that subsequently he had recruited DEDELEV S.D., PRIYMAN R.Ya., SHANKO E., ANDREEV V.N. and others into the group.
The counter-revolutionary insurgent group created by G.P. ZHUYKOV had the goal of its activities to prepare for and carry out an armed uprising against the Soviet State, timing the uprising to coincide with the beginning of military actions by capitalist countries against the USSR. With the beginning of the armed uprising, it was planned to carry out terrorist acts against the Soviet-Party activists.
