City of Lyubar June 22, 1941 I, authorized representative of the Lyubarsk MRO NKGB NKVD of the Ukrainian SSR VOSPENKO (?), having examined the materials on the charges against citizen TSAPKO Nikita Trofimovich, born in 1913, native and resident of the village of Gizovshchina, Lyubarsk district, no registration, citizen of the USSR, Ukrainian, literate, works as an accountant on a collective farm.
.... crimes provided for in Articles 54-10 of the Criminal Code of the Ukrainian SSR, expressed in the fact that he, TSAPOK N. T. , in 1930 participated in the anti-collective farm peasant bagpipe, is hostile to the Soviet power, carries out anti-Soviet work among collective farmers, praises the fascist system of Germany, spreads various kinds of provocative rumors, and displays defeatist tendencies.
Found that the freedom of N. T. TSAPKA may influence the course of the investigation and trial.
Based on the above and guided by Articles 143, 145 and 156 of the Criminal Procedure Code of the Ukrainian SSR
RESOLVED:
1. To select as a preventive measure for the methods of evading trial and investigation in relation to the accused TsAPKA Nikita Trofimovich, detention in Zhitomir prison, with assignment to the Investigative Department of the NKGB Directorate for Zhitomir Oblast.
2. This resolution shall be submitted to the Prosecutor of the Lyubarsky District.
