In 1906 he was elected to the State Duma of the first convocation, was a member of the Constitutional Democratic faction, a member of the financial and publishing commissions, signed the bill “On Civil Equality” and the statement on the formation of the Commission for the Investigation of Malfeasance. On July 10, 1906, in Vyborg, he signed the “Vyborg Appeal” and was convicted under Art. 129, part 1, paragraphs. 51 and 3 of the Criminal Code, sentenced to 3 months in prison and deprived of the right to be elected.
