Genus. in 1879 in Vitebsk; Belarusian; from the bourgeoisie; education: graduated from the Vitebsk gymnasium in 1879, studied for 2 years at the natural sciences department of the Faculty of Physics and Mathematics of St. Petersburg University, then transferred to the Faculty of Law, expelled in 1883 “for failure to pay fees”; Freemason (created the Vitebsk Masonic Lodge). Nevertheless, upon returning to Vitebsk, he practiced law. He was elected a member of the city duma, in 1898 he became the mayor, and in 1906 V.K. Plehve was removed from office. In 1906 he was elected to the State Duma of the first convocation, was a member of the Constitutional Democratic faction, a member of the financial and publishing commissions, signed the bill “On Civil Equality” and the statement on the formation of the Commission for the Investigation of Malfeasance. On July 10, 1906, in Vyborg, he signed the “Vyborg Appeal” and was convicted under Art. 129, part 1, paragraphs. 51 and 3 of the Criminal Code, sentenced to 3 months in prison and deprived of the right to be elected. After this, he was deprived of the right to hold elected public positions for almost 10 years. After the February Revolution, he was elected chairman of the Public Safety Committee of the City Duma, city mayor, and provincial commissar of the Provisional Government. In November 1917, after the Bolsheviks seized power, he was removed from all posts. In the 1920s - an employee of the Provincial Communal Department and Gubstrakh.
