In the spring of 1995 he became the mayor of Grozny, and on November 1, 1995 - deputy prime minister of the Chechen government. During the First Chechen War he fought on the side of the federal forces. Since November 12, 1999 - Chairman of the State Council of Chechnya. From December 1999 to May 2000 - First Deputy Plenipotentiary Representative of the Russian Government in Chechnya. Since July 11, 2000, he was the first deputy head of the administration of the Chechen Republic, and at the same time served as mayor of Grozny. On October 18, 2000, he was appointed mayor of Grozny. From June 20, 2001 to February 2002 - Chief Federal Inspector of the Office of the Plenipotentiary Representative of the President of the Russian Federation in the Southern Federal District. From February 7, 2002 to September 2, 2003 - Deputy Prime Minister, Minister of Information and Press Affairs of the Chechen Republic.
