Genus. in 1875. Graduated from the St. Petersburg Mining Institute in 1900. In 1905 he was sentenced to hard labor, fled to Europe, returned under an amnesty in 1913. Founder of the private research institute "Surface and Subsoil", publisher of a magazine under the same name. Teacher, since 1921 - prof. Petersburg Mining Institute. For a number of years, Chairman of the Russian Technical Society. He enjoyed great authority in business circles. Organizer of "Produgol" - a well-known syndicate for the sale of Donetsk coal. In 1917 - member of the Provisional Government, chief of defense of the Winter Palace. Arrested after the capture of Zimny, spent 4 months in the Peter and Paul Fortress, released on large bail. In subsequent years, he was arrested many times. In 1922 he was designated for deportation, but refused to leave Russia. During the NEP years, he was a member of the Central Council of Experts and the Scientific and Technical Council of the Main Economic Directorate of the Supreme Council of the National Economy, and a permanent consultant to the State Planning Committee. Awarded the Order of Tr. Kr. Banner, received the title of Hero of Labor, was arrested for the last time in the “Industrial Party” case on 04/21/1928, sentenced by the KogPU on 05/22/1929 to VMN. Shot on May 22, 1929. Rehabilitated in accordance with the decree of the Presidium of the Supreme Soviet of the USSR dated January 16, 1989.
Palchinsky’s wife, trying to take refuge in the provinces, worked as a nurse in Staraya Russa, but after showing the film “Lenin in October” (1937) in a local cinema, where Palchinsky was mentioned among the defenders of the Winter Palace, she was identified and also shot.
