Definition: Prominent figure in the Cheka/OGPU/NKVD, State Security Commissioner of the 3rd rank (1935). One of the most active creators of the Gulag system.

Genus. in 1879 in Tiflis; Ukrainian; incomplete higher education; member of the CPSU(b); head of the secret encryption department of the GUGB NKVD of the USSR, state security commissioner of the 3rd rank. Lived in Moscow, Dzerzhinsky St., 12, apt. 60. Arrested on May 16, 1937.
Sentenced: in a special order. Shot on November 15, 1937. Burial place - Moscow, Donskoye Cemetery. Rehabilitated on June 27, 1956 by the Military Commissariat of the USSR Armed Forces.
