Born in 1899 in Ivangorod; Jew; member of the RSDLP (m) since 1905 (according to other sources - since 1908); higher education - doctor. In June 1921, he was characterized by local Chekists as a "writer" and "active" party worker, and was arrested for anti-Soviet agitation. In 1923 he lived in Petrograd, a student at the State Institute of Medical Knowledge, head of pharmacy No. 60; arrested on 06/02/1923 on charges that, as a student at the institute, he organized students in order to counteract the normal activities of the institute and carried out corrupting work among students according to the directives of the RSDLP; released on August 10, 1923 by the decision of the NKVD Commission on Administrative Deportations; forbidden to live in university towns. By the decree of the same body dated 12/07/1923, as amended by the decree dated 08/10/1923, residence in Petrograd was allowed.
