Genus. in 1955 in Novosibirsk; graduated from the Faculty of Economics of Novosibirsk University in 1978; 1978-1982 - graduate student, then teacher at the Department of Political Economy at the Institute of Management (Moscow); in 1982 he was arrested for supporting the Polish trade union "Solidarity" and criticizing the actions of the Soviet and Polish authorities to suppress the labor movement, sentenced to three years in prison; after his release in 1985, he returned to Novosibirsk, worked as a fireman and roofer; in 1988-1990 collaborated with the Glasnost newspaper, was the founder of the Siberian Independent Information Agency, and a correspondent for Radio Liberty; in 1990-1993 - People's Deputy of the Russian Federation, worked on a permanent basis in the Supreme Council Committee on Economic Reform and Property, was a member of the deputy group "Democratic Russia", the faction "Radical Democrats" and the "Coalition of Reforms"; in 1991 he headed the regional organization of the movement "Democratic Russia", since February 1994 - a member of the Coordination Council of the DR; in 1993 he was elected as a deputy of the Federation Council of the Russian Federation, was deputy chairman of the Committee on International Affairs, and a member of the Credentials Committee; in December 1995 he unsuccessfully ran for election to the State Duma of the second convocation and head of the administration of the Novosibirsk region.He was the founder and leader of the Novosibirsk Human Rights Association "Vena-89", a member of the Coordination Council of the Novosibirsk Memorial Society. Twice in 1989 he was subjected to administrative arrests for human rights activities. In 1993 he criticized the presidential draft of the Constitution of the Russian Federation. He was one of the initiators of M. Gorbachev’s candidacy for the 1996 presidential elections.
