Genus. in 1868 in the city of Verkhoturye, Perm province; Russian; from the nobles; higher education: graduated from the Faculty of History and Philology of Moscow University (1890); member of the RSDLP (b) from 1905, after 1906 he became close to the Mensheviks, he called himself a Marxist, and called for the unification of the Bolsheviks and Mensheviks. In 1910–1917 – in exile in Western Siberia. From 05/17/1917 to August 1917 - Comrade of the Minister of Posts and Telegraphs. He did not support the October Revolution, disagreed with Lenin in many respects, called on him to carry out agrarian reform, introduce market relations, etc. Arrested in March 1921 in the case of the Kronstadt uprising, placed in the Peter and Paul Fortress, but soon released (during interrogation he stated that he was sure in the death of Soviet power, but will not fight it). Arrested again in 1922 on the list of members of the United Council of Professors of Petrograd. On October 26, the Politburo of the Central Committee of the RCP (b) decided to deport him abroad, but, taking into account the statement of withdrawal from the Menshevik party and the agreement to cooperate with the Soviet government, at the suggestion of Lenin, deportation abroad was replaced by exile to Pskov under strict supervision. In 1922–1924 he lived in Pskov, taught at the Pskov Pedagogical Institute. From 1924 he lived in Moscow, gave lectures at the Academy of Communist Education, at the Institute of Red Professors, at the 10th Moscow State University and other universities. Since 1926 - director of the State Historical Museum. Died 02/02/1927 in Moscow.
