From mid-1939 until September 1944, he was the head of KO-Finland, at the same time (since June 1941) he was the head of ANST-Reval (as part of AST-Ostland) and the Naval Attaché in Sweden and Finland. Since September 1944, he headed the German naval intelligence in the town of Geringsdorf (near Swinemünde).He spoke German, Russian, English, Finnish, Swedish, Estonian and Latvian.
