Born in 1937. Lived with her parents in Leningrad. In 1941, she was exiled with her mother to the Chelyabinsk region, then to the Tajik SSR for special settlement. Her father died at the front in 1942. After her mother was arrested in 1947, she lived in a special settlement with her aunt. After her aunt's death in 1950, she was sent to the eight-year boarding school No. 1 for orphans in the city of Tursunzade in the Tajik SSR, where she lived until 1953. In 1999, she moved with her family from Tajikistan to the Leningrad region.

Archival certificate of the Information Center of the Ministry of Internal Affairs of the Republic of Tajikistan No. 13/6-Ш-21 dated 06.07.1994, stating that Shepel V.D. after repatriation from Germany, in December 1947, was sent to a special settlement in the Molotovobad district of the Tajik SSR together with her niece Shepel Yu.I., removed from the register of the special settlement on 04.02.1956.
