In 1975 appointed head of the institution YuF-326/3 of the Internal Affairs Directorate of the Kamchatka Regional Executive Committee. In 1981, he accepted a bribe for the early release of V.I. Olisnevich. from his parents. A year later, Olisnevich was transferred to a settlement colony. In 1983 arrested for taking a bribe and forging a diploma, convicted on 04/03/1986. By the Military Tribunal of the Petropavlovsk-Kamchatka garrison, he was sentenced to 9 years of imprisonment in a high-security correctional colony with confiscation of property, deprived of the rank of major and government medals, and expelled from membership of the CPSU.
