Born in 1884 in Ufa. Worked as a legal adviser to the regional committee of the bakery workers' trade union. Lived in Leningrad, V. O., 11th line, bldg. 46, apt. 9. Arrested on 02/08/1938 by the NKVD Directorate for Leningrad Region. Sentenced on 03/20/1938 by a special troika of the LO NKVD Directorate under Articles 58-10 and 58-11 of the Criminal Code of the RSFSR to capital punishment. Executed on 04/09/1938 in Leningrad. Rehabilitated by the determination of the Military Tribunal of the Leningrad Military District dated 03/03/1958.

On February 25, 2018, a personal memorial sign was installed on house No. 46 on the 11th line of Vasilievsky Island in St. Petersburg in memory of V.P. Serebryakov as part of the Last Address project.
