Head of the 3rd department of the NKVD of the Novosibirsk region (since 1939). Head of the SMERSH department of the Tomsk garrison (1942-1946). Active organizer of repressions
Born in 1905. Member of the All-Union Communist Party (Bolsheviks) since 1930, secondary education, mobilized by the Zapsibkraikom to the OGPU on October 1, 1931, worked in the ECO UNKVD NSO, from 1936 - in Stalinsk, from 1937 - acting head of the 3rd Department of the UGB UNKVD NSO, from 08/22/1937 lieutenant of state security, on 12/19/1937 he was awarded the Order of the Red Star (for exemplary and selfless fulfillment of the most important government assignments) on 08/05/1938 senior lieutenant, from 1938 - head of the KRO UNKVD.
In January 1941 he was removed from office, on April 19, 1941 he was arrested, on July 26, 1941 Ivanov was released "on the grounds of inappropriateness of bringing to criminal responsibility in wartime conditions." He was sent to the front, was the head of the special department of the 22nd tank brigade, after a concussion he was sent to Siberia, headed the "SMERSH" department of the Tomsk garrison. In 1943, in Tomsk he was a state security captain. Since 1947, Ivanov headed the counterintelligence department of the Saratov UMGB, and in 1950 he was transferred to Lvov, where he headed the MGB security department at the railway station. In 1952, after twenty years of service in state security, Colonel Ivanov, awarded the Order of the Red Banner, two Orders of the Red Star and many medals, was sent to the reserves. In 1955, an investigation was launched into facts of abuse of office.
On October 10, 1955, he was arrested. In the spring of 1958, he was convicted by the military tribunal of the Siberian Military District and sentenced to ten years of imprisonment and three years of disenfranchisement. The tribunal found him guilty of executing 1,100 people.
"If you divide 1100 by 10 years, it turns out that each person Ivanov shot on fabricated charges had to serve three days, but this is only the tip of the iceberg; in total, during the years of repression, the 3rd KRO of the Novosibirsk NKVD sent about 30,000 people to their deaths" (Teplyakov)
The tribunal ruled that not only the time he spent in prison during the investigation since 1955, but also the time he served in 1941, should be counted towards his sentence.

I, Senior Operative. Authorized Representative of the 3rd Department of the UGB-UNKVD for Novosibirsk Oblast, Junior Lieutenant of State Security TURUBANOV, having reviewed the available materials on citizen ZHUYKOV Guryan Parfenovich, born in 1885, a kulak, a special settler from the Ukrainian SSR, works as a foreman at the Tomles timber depot in the city of Tomsk, while in exile in the Teguldetsky District in 1934-35, he was part of a counter-kulak group that carried out sabotage and wrecking activities in an unregulated artel, but was not exposed, thanks to which he avoided repression.
FOUND:
That citizen Zhuykov G. P. is the leader of one of the counter-rebel groups created at the timber transshipment base "Tomles", aiming to organize an armed uprising against the Soviet government during the attack on the Soviet Union by fascist states. He is actively recruiting anti-Soviet special settlers into the counter-rebel organization at the timber transshipment base "Tomles". He especially intensified his recruitment work in connection with the provocations of Japan on the border of the Mongolian People's Republic, preparing an armed uprising of the rebel organization against the Soviet government by the fall of 1939.
Based on the above and guided by Articles 144-147, 158 of the Criminal Code of the RSFSR

Citizen ZHUYKOV Guryan Parfenovich is to be arrested and held in custody in the DPZ of the NKVD Directorate for the Novosibirsk Region.
