Born on October 30, 1913 in the village of Ugodsky Zavod, Kaluga province, Maloyaroslavets district, in the family of a zemstvo doctor. In 1928 he graduated from eight classes of the Ugodsko-Zavodskaya school. In 1933 he graduated from the Moscow Electrical College of the People's Commissariat of Railways. In 1938, he was sent to work in Monchegorsk as a chief mechanic for the construction of the Severonickel plant. During the Great Patriotic War in 1941, he was evacuated from the city of Monchegorsk to the Tyrnyauz plant of the Kabardino-Balkarian Autonomous Soviet Socialist Republic. Vladimir Vsesvyatsky worked as a senior installation foreman at the Tyrnyauz plant, for which he was awarded the medal “For the Defense of the Caucasus.” After a series of appointments, he ends up in the city of Krasnoyarsk and is appointed mechanic for the construction of a river port.Came to Norilsk in 1943. Held positions: chief engineer and head of Spetsstroy (1943), deputy head of the construction department of the Norilsk plant (1951), chief mechanic and chief power engineer of the plant (1953), head of the Dudinsky seaport (1953–1957), head of Norilsksnab (1957 –1975). Solved engineering problems for the construction of water pipelines, the Dudinka-Norilsk broad gauge railway, and port facilities. He did a lot to improve the logistics system of the Norilsk plant and organize container transportation. Vladimir Nikolaevich Vsesvyatsky was the initiator of the introduction of year-round navigation along the Northern Sea Route in the Dudinsk direction, for which he was awarded the USSR State Prize in 1981. Headed the Moscow office of Norilsksnab (1975-1989).
Awarded: the Order of Lenin, the Order of the Red Banner of Labor - twice, the Order of the Badge of Honor, nine medals. Titles awarded: Honorary Polar Explorer of the USSR Marine Fleet, Honorary Citizen of the City of Dudinki (1973), Honorary Citizen of the City of Norilsk (1975).
