James Woolsey was born in Tulsa, Oklahoma. He graduated from Stanford University in 1963 with a bachelor's degree, in 1965 from Oxford University with a master's degree, and in 1968 from Yale Law School with a bachelor's degree in jurisprudence.

In 1969-1970, he was an adviser to the American delegation at the US-Soviet negotiations on the limitation of strategic offensive arms in Helsinki and Vienna. From 1977 to 1979 he was deputy commander of the US Navy. In 1983-1986, he was the US representative at the Geneva negotiations on the reduction of strategic arms, and in 1989-1991, he was the ambassador of the US delegation on the limitation of conventional forces and weapons in Europe.
In 1993, Bill Clinton appointed Woolsey as director of the Central Intelligence Agency. In 1995, after the arrest of CIA officer Aldrich Ames, who worked for Russian intelligence, Woolsey resigned.
He was the chairman of the trust board of the non-governmental organization Freedom House. He is a member of a number of organizations, in particular, the American Committee for Peace in Chechnya and the Center for Strategic and International Studies.
In 1999, together with former KGB major V.I. Sheimov, who defected to the US side, he organized a joint company, Invicta Networks, specializing in technical issues of information transmission security.
