Born in 1897 in Nadezhdinsk, Sverdlovsk region; Russian; member of the CPSU(b) in 1920-1937. In 1932-1936. - Chairman of the Murmansk Regional Executive Committee. Knight of the Order of Lenin (1935) Manager of the Svirles trust. Lived in Leningrad, st. M. Gorky, 13/2, apt. 15. Arrested on August 29, 1937. Sentenced by the Military Collegium of the Supreme Court of the USSR (field session in Leningrad) on November 29, 1937, under Art. 58-7-8-11 Criminal Code of the RSFSR. Shot on November 29, 1937. Rehabilitated by the USSR Air Force on March 10, 1956.
03.11.2019 at house No. 13/2 on Kronverksky Avenue in St. Petersburg in memory of P.M. Gorbunov. A personal memorial sign was installed as part of the "Last Address" project.
